a surcharge in addition to specified civil court fees collected;
establishing the Maryland Legal Services Corporation Fund; requiring

Maryland Legal Services Corporation Fund for use in accordance with
the Maryland Legal Services Corporation Act; and providing for the
appropriation of moneys collected under the Act.
