Children
Prohibiting the Secretary of Health and Mental Hygiene from including
special needs children in the Medicaid managed care program before
January 1, 1998; requiring the Secretary to authorize managed care
organizations that have demonstrated experience in serving the special
needs population to provide all the benefits required only for special
needs children; and requiring the Secretary to set capitation rates
for specified managed care organizations in a specified manner.
