Clarifying that a motor vehicle liability insurer shall provide to an
insured, after receiving notice from the insured of a motor vehicle
accident, a notice that explains the latest date for filing a claim
for benefits under personal injury protection coverage under specified
circumstances; and providing that specified clarifications shall be
construed retroactively and shall be interpreted to apply as of a
specified date.
