Repealing the authority of the Department of the Environment to adopt
specified regulations relating to the land application of sewage
sludge; authorizing the Department of Agriculture (Department) to
adopt specified regulations; requiring that the Department make
specified considerations before adopting regulations; requiring an
applicant for a sewage sludge utilization permit to submit an
application to the Department on a specified form; requiring an
applicant to pay an application fee set by the Department; etc.
