Creating a State Debt not to exceed $300,000, with a matching fund requirement, the proceeds to be used as a grant to the Board of Directors of the Bowie Regional Arts Vision Association, Inc. (BRAVA) for the planning, design, and construction of the Bowie Civic Facility for the Performing Arts.
