Authorizing the Board of Trustees of the Baltimore City Community
College to create positions as specified annually in the budget bill

Management, the Department of Fiscal Services, and the Maryland Higher
Education Commission; and requiring the Board of Trustees to provide a
report to the Legislative Policy Committee by September 1, 1999.
