Racing - Restriction on Racing Time

Synopsis:

Prohibiting a harness racing licensee from holding live harness racing after 2 a.m. unless circumstances beyond the control of the licensee cause a delay; and altering a specified restriction on holding racing after a specified time by a thoroughbred racing licensee.
