Establishing a Task Force to Study Retail Electric Competition and the Restructuring of the Electric Utility Industry; providing for its membership, duties, and staffing; establishing an advisory group to assist in specified deliberations; requiring the Task Force to conduct hearings, to make a report by a specified date, and to study open access to retail electric competition and restructuring of the industry in Maryland and other states and to evaluate the potential benefits and impacts on Maryland citizens and businesses; etc.
