Imposing a July 1, 1999 termination date for all provisions that authorize charitable organizations to conduct any type of gaming activity or prohibit construing the law to make it unlawful for charitable organizations to conduct any type of gaming activity; extending the termination date for casino gambling in Prince George's County to July 1, 1999; establishing a Commission to study specified issues; requiring a report by September 1, 1998; and providing for the termination of the Commission on July 1, 1999.
