Requiring political subdivisions that receive more than $10 million in
any fiscal year under the State's Disparity Grant Program to adopt a
competitive re-engineering program; requiring the withholding of 10%
of disparity grant revenues should the political subdivision fail to
comply; offering local government employees an opportunity to compete
to provide targeted services; requiring the Legislative Auditor to
monitor compliance; etc.
