Requiring a tow truck operator to provide the consumer specified information when a motor vehicle is towed; providing for the licensing of tow truck operators by the Motor Vehicle Administration; amending the abandoned vehicle law governing the disposition of vehicles in possession of a tow truck operator under specified circumstances; etc.
