Requiring a school bus purchased after July 1, 1998 by a noncollegiate
educational institution or a local school board of education, and used
to transport children, to be equipped with seat belts or other
appropriate restraining devices; requiring these seat belts or other
appropriate restraining devices to meet standards contained in
regulations issued by the Motor Vehicle Administration; etc.
