Synopsis:

Authorizing the creation of a State Debt not to exceed $275,000, the proceeds to be used as a grant to the Board of Directors of the Wildfowl Trust of North America, Inc. for the planning, design, construction, reconstruction, and capital equipping of a building to house the Horsehead Education Center to be located adjacent to Lake Knapp at the Horsehead Wetlands Center; providing for the disbursement of the loan proceeds; and requiring the grantee to provide and expend a matching fund.
