Prohibiting discrimination by insurers that market through independent
agents against independent agents, brokers, and insureds who use
premium financing instead of paying premiums in a different manner;
requiring independent agents, who directly or indirectly have an

specified disclosure to insureds with respect to personal lines
automobile insuarance.
