Creating a State Debt in the amount of $225,000 as a grant to the St. Paul's United Methodist Christian Center for the development and improvement of two buildings to serve as a site for Head Start, a senior center, a community association center, and the Youth Check Program; prohibiting the use of the proceeds for sectarian religious purposes; and requiring the grantee to grant and convey a certain easement to the Maryland Historical Trust.
