Establishing a pilot program under which a tax credit that individuals who reside in counties on the Eastern Shore having income not exceeding specified levels may claim against their State income liability for health insurance premiums paid by the individual under employer sponsored health benefit plans under the Children and Families Health Care Program; making the credit refundable under specified circumstances; etc.
