Synopsis:

Requiring the Department of Health and Mental Hygiene to establish mechanisms for identifying a Maryland Medical Assistance Program recipient's primary care provider at the time of enrollment and for assigning the Program recipient to a managed care organization under specified circumstances; requiring a managed care organization or contracted medical group of the organization to assign a recipient to a specified provider under specified circumstances; allowing a recipient to disenroll from a managed care organization; etc.
