Altering the membership of the Education Coordinating Council for Correctional Institutions by replacing the Commissioner of Correction and the Director of Patuxent Institution with the Secretary of Public Safety and Correctional Services; and changing the date on or before which the Council must report its activities to the Governor and the General Assembly from June 30 to October 30 of each year.
