Education - Teacher Certification Incentive Grants - Establishment

Synopsis:

Providing for the distribution of grants to teachers who achieve certification by the National Board for Professional Teaching Standards; establishing guidelines for the distribution of the grants; requiring the Governor to include specified moneys in the budget to fund the grants; allowing a county to collectively bargain the local portion of a grant; requiring a county board that establishes a county grant to submit a certain report to the State Department of Education; etc.
