Synopsis:

Creating a Study Commission on Lobbyist Ethics to prepare a Code of Ethics for Lobbyists, recommend changes to the Maryland Public Ethics Law as it relates to regulated lobbyists, and report its findings to the Governor and the General Assembly by December 31, 1999.
