Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 168.

This bill requires health insurers, nonprofit health service plans, and HMOs (carriers) to provide coverage for a prosthesis for individuals who have undergone a mastectomy and have not had breast reconstruction.

Senate Bill 181, which was passed by the General Assembly and signed by me on April 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 168.
