Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 313.

This bill increases the annual grant that is paid from the Horse Racing Special Fund to the Maryland Agricultural Fair Board in order to promote State and county agricultural fairs and exhibits from $600,000 to $825,000.

Senate Bill 122, which was passed by the General Assembly and signed by me on May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 313.
