Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 486.
This bill changes the qualifications of an educational or religious organization to which the Maryland Insurance Commissioner may issue a special permit to make agreements for annuity payments with donors. It deletes the requirement that the organization be engaged solely in bona fide educational or religious activities.
Senate Bill 266, which was passed by the General Assembly and signed by me on
May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 486.
