Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 647.

This bill authorizes the Cecil County Commissioners to issue up to $12 million in general obligation bonds for construction, improvement, or development of public facilities. The date of maturity cannot exceed 30 years.

Senate Bill 469, which was passed by the General Assembly and signed by me on May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 647.
