Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 957.

This bill provides that the amount of State transfer tax revenues as estimated in the December 1998 report of the Board of Revenue Estimates that exceeds the revenue estimate used in the fiscal year 1999 State budget may be made available for expenditure in fiscal year 1999.

Senate Bill 637, which was passed by the General Assembly and signed by me on May 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 957.
