Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 432.

This bill exempts from the recordation tax and State and local transfer taxes real property transferred from a railroad designated by the United States Surface Transportation Board as a Class I Railroad Carrier to its wholly-owned limited liability company.

House Bill 515, which was passed by the General Assembly and signed by me on May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 432.
