Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 445.
This bill alters the amount of earned income that will be disregarded in determining the amount of Temporary Cash Assistance that an individual may receive and prohibits the increase in the disregard from being funded by an increase in Family Investment Program general fund expenditures or from the reserve for future welfare costs in the Dedicated Purpose Fund.
House Bill 914, which was passed by the General Assembly and signed by me on
May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 445.
