Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 708.

This bill authorizes Talbot County to grant a property tax credit against the county property tax imposed on real property that is new construction or a substantial improvement to the real property that is owned or occupied by commercial or industrial businesses that are or will be doing business in Talbot County.

House Bill 1096, which was passed by the General Assembly and signed by me on May 13, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 708.
