proceeds to be used as a grant to the Board of Directors of the South
Baltimore Learning Corporation for the planning, design, construction,

handicapped-accessibility fixtures) of, and the addition of an
elevator to, the South Baltimore Learning Center, subject to a
requirement that the grantee provide and expend a matching fund; etc.
