Making it a felony for a person to torment, intentionally injure, or cruelly kill a dog or other animal that is trained in a recognized animal training school to assist physically disabled persons; making specified acts involving cruelty to animals felonies; imposing penalties and altering penalties for cruelty to animals; requiring participation in psychological counseling programs to be included in sentencing; etc.
