Authorizing the Comptroller to conduct inspections, without a judicial warrant, of those buildings, vehicles, and premises in which cigarettes are stored under a license or permit issued by the Comptroller; providing that evidence discovered during inspections is admissible in court; providing for criminal penalties; etc.
