Transferring the Lead Poisoning Prevention Program and related lead functions, funds, and personnel from the Department of the Environment to the Department of Health and Mental Hygiene; designating the Department of Health and Mental Hygiene and its Secretary as the successors of the Department of the Environment and its Secretary for lead purposes; providing for the continuity of laws, regulations, contracts, and transactions; making provisions of the Act severable; etc.
