Synopsis:

Requiring grants to the counties to be included in the State budget annually for circuit courts; setting forth the formula for calculating circuit court grants; requiring the grants to be used for operation of the circuit courts; prohibiting the local fiscal savings resulting from the grants from being used to supplant specified existing funding; etc.
