public service company franchise tax and a credit available against
the income tax for cogenerators, based on the purchase of
Maryland-mined coal, by eliminating the 1986 base year limitation;

specified electricity suppliers; eliminating the existing sunset
applicable to the credit against the public service company franchise
tax; etc.
