Income Tax - Earned Income Credit

Synopsis:

Altering the percentage of the federal earned income credit used for determining the amount that specified individuals may claim as a refundable credit; authorizing the counties and Baltimore City to make the county earned income credit refundable; applying the Act to tax years after 1999; providing for the construction of the Act; etc.
