Synopsis:

Establishing a program within the Department of Health and Mental Hygiene to create and expand adult and adolescent substance abuse treatment programs and services for minority populations in Baltimore City, Baltimore County, Prince George's County, and the region of the Eastern Shore; providing for the funding of the program; requiring local health departments to perform specified functions; providing for a specified application process; and requiring the Department to adopt specified regulations.
