Prohibiting a person from knowingly removing a Commercial Vehicle
Information Systems and Network (CVISN) transponder from the
commercial vehicle to which it is registered and placing it in another
vehicle; and providing that the registered owner of the motor vehicle
shall be liable if the CVISN transponder is placed in a commercial
vehicle to which it is not registered.
