Creating a State Debt in the amount of $550,000, with a matching fund
requirement, the proceeds to be used as a grant to the Board of
Directors of Jubilee Association of Maryland, Inc. for the
acquisition, with any necessary repairs, of a building to be used for
the work of the organization; and prohibiting the grantee from
expending any of the proceeds of the bonds or the matching fund for
sectarian religious purposes.
