Authorizing specified law enforcement agencies to mail a citation to
the owner of a motor vehicle that is recorded by a speed monitoring
system to be in violation of specified laws regarding the operation of
a motor vehicle in excess of specified speed limits; establishing the
content of a citation; authorizing the sending of a warning in lieu of
a citation; authorizing reissuance of a citation to a driver of a
vehicle under specified circumstances; requiring a citation to be
mailed within a specified time period; etc.
