Requiring the Secretary of Health and Mental Hygiene to authorize an independent actuarial study of the costs to operate and fund the HealthChoice children's dental program; requiring the Secretary of Health and Mental Hygiene to submit a report of the findings and recommendations to the Governor and the General Assembly; etc.
