Construction to implement and administer the pilot program;
authorizing a local board to apply to the Committee for a grant to
cover 90 percent of the total additional cost of constructing or
renovating school buildings to utilize solar energy systems to meet
specified percentages of the buildings' electrical energy needs and
demand; etc.
