Requiring bondspersons in Baltimore City to fulfill specified requirements; requiring the Circuit and District Courts of Baltimore City to perform specified duties regarding bondspersons; requiring the City of Baltimore to provide specified notification to the Circuit and District Courts of Baltimore City regarding bondspersons; and providing a delayed effective date.
