Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1284 - Judith P. Hoyer Blue Ribbon Commission on the Financing of Early Child Care and Education.

This bill establishes the Judith P. Hoyer Blue Ribbon Commission on the Financing of Early Child Care and Education. The purpose of the Commission is to study the costs and availability of funding for early child care. The Commission shall submit to the Governor and the General Assembly an interim report by December 31, 2000 and a final report by December 31, 2001.

Senate Bill 869, which was passed by the General Assembly and signed by me today, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1284.
