Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 719 - Baltimore City - Tax Sales - Abandoned Property.
This bill provides that in Baltimore City, abandoned property which is either (1) a vacant lot; or (2) improved property that is unfit for habitation may be sold for less than the total amount of taxes due, with the collector establishing a minimum bid. If the property is sold for less than the amount owed, the purchaser must pay the full amount of the bid and the expenses incurred in making the sale no later than the day following the sale.
House Bill 743, which was passed by the General Assembly and signed by me on
May 11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 719.
