Altering the definitions of "fair market value" and "total purchase
price" to exclude from the computation of the vehicle excise tax
imposed on a motor home or a travel trailer the value of a home or
trailer traded in as part of the consideration for the sale of the
home or trailer by specified licensed dealers; providing that the
modified definitions do not apply until any Department of
Transportation Consolidation Transportation Bonds are no longer
outstanding; etc.
