Synopsis:

Creating a Skills-Based Training for Employment Promotion (STEP) Pilot Program; expressing the intent of the General Assembly regarding the purpose of the STEP Program; requiring the Governor's Workforce Investment Board, in consultation with the Department of Labor, Licensing, and Regulation, to establish and administer the STEP Program; requiring the STEP Program to provide grants on a competitive basis to at least three local workforce investment boards; providing for the funding of the STEP Program; etc.
