Authorizing the creation of a State Debt not to exceed $100,000, the proceeds to be used as a grant to the Board of Directors of the Southern Maryland Youth Camp, Inc. for the planning, design, and construction of specified capital projects at the Southern Maryland Youth Camp in Cheltenham.
