Authorizing the creation of a State Debt not to exceed $1,500,000, the proceeds to be used as a grant to the Mayor and City Council of Takoma Park for the planning and design of a building in Takoma Park, to be used as a community learning center; requiring the grantee to provide and expend a matching fund; etc.
