Requiring the State Highway Administration to include sound barriers within its construction and reconstruction program; requiring the Administration to construct sound barriers under specified circumstances; requiring the Administration to develop specified guidelines in conjunction with local governments; prohibiting the Administration from constructing a project under specified circumstances; etc.
