Synopsis:

Establishing the Early Childhood Care and Education Trust; providing for the members of the Trust; providing for the terms and compensation of members; providing the powers and duties of the Trust; requiring the Trust to report annually to the Governor and General Assembly; providing for the terms and accounting of money received by the Trust; exempting the Trust from specified procurement provisions of law; requiring the Motor Vehicle Administration to issue a special original or substitute license plate to benefit the Trust; etc.
